Research Activities

My work advances three connected streams: what makes public service provision more innovative and sustainable; how procurement can be used as a strategic policy instrument to advance public values rather than simply move money; and the workplace conditions and human capital that shape public sector professionals. Most recently I have extended this to the governance of emerging technologies, especially the responsible use of AI in public organizations, including a forthcoming Public Administration special issue on AI in public organizations that I co-edit. Throughout, I keep my work close to practice, collaborating with partners such as the IBM Center for the Business of Government, NIGP, NASPO, and NASCIO.
