Biography
Mingxu (Emma) Li is a PhD Candidate in the Askew School of Public Administration and Policy at Florida State University. Her research focuses on administrative burden, representative bureaucracy, and policy innovation and diffusion, with particular attention to morality policies.
Her work examines how institutional design shapes bureaucratic behavior and influence individuals’ access to public services, especially among marginalized populations, as well as the role of third-party organizations in these processes. She studies how administrative burdens are produced and enforced through the emulation behavior of government actors, the experiences of the marginalized population during individual-state interactions, and how protective policies can mitigate unequal access to public services.
