Biography
Tisha Joseph Holmes, Ph.D., earned her doctorate in Urban Planning from the University of California, Los Angeles in 2015. Dr. Holmes works with at-risk communities to understand the physical and socio-economic impacts of and planning actions to build resilience to weather related hazards and disasters in the Caribbean and US Southeast. Her research and teaching philosophies are guided by a desire to expand critical thinking, technical competence and hands-on engagement to solve complex planning problems.
